I tried almost everything, from unsubscribing and subscribing the mod, downloading files from dropbox (the link was provided by the developer on steam) to subscribe the mod from paradox forum directly and none of them worked. I now fixed that issue (for some reason, it just changed back to full screen) but I could not use the cheat mod or any mod from steam workshop. I subscribed and downloaded Daddy Pika's cheat mod and the first time in=game play was fine, only that the menu was transparent for some reason and the issue I had at the time was about full-screen. I downloaded the game a few days ago and yesterday was the first time I actually launched the game.
I encountered a very weird issue on steam.
